This is an excellent post, and reminds us of the all too often forgotten value of empathy in designing aid projects! I would add one more question to the list-- Do we have any idea if this intervention *works*? We can define "working" by any number of metrics, of course. It's important to understand not only what the beneficiaries want, but whether the intended project is the best way to achieve it. A crucial planning step is to look at rigorous evaluations of similar projects. (And, whenever possible, do a pilot and evaluate before launching full scale!)
