Here's a quote from the article you linked to in your comment. “President Bachelet has pleaded for international help with temporary bridging, field hospitals, electric generators and water purification systems. New Zealand could play a constructive role in helping meet some of these basic needs."
Look at what they're asking for. It's very specific, and the same things mentioned in this post. They are not asking for the flood of international assistance, which comes with a multitude of it's own problems. They are only requesting and allowing very limited aid.

Do I need to look for more links to prove Chile hasn't rejected international assistance?
How can someone affirm that this country doesn't need or want help, for Christ's sake! They need to reconstruct most of the country!
